ELECTRONIC EVALUATION PROCEDURE
Entries are judged by the Quality Documents Competition Committee (QDCC), whose members are current CSC members. Awards are determined based on point scores assigned to entries by evaluation teams under the direct supervision of the Committee. A general evaluation is provided to each entrant upon completion of judging. Individual entry scores are not disclosed and the decision of the Committee is final.

Scoring System: The QDCC judge entries in accordance with information found in CSC’s “Principles of Construction Documentation (PCD)” and “Registered Specifications Writer (RSW) Level II Handbook”. The criteria for evaluation and scoring are as follows:

Preliminary Evaluation
The QDCC determines whether the entry merits further consideration for an award. Major deficiencies include:
• Omission of use of CSC’s MasterFormat, SectionFormat 1997 and PageFormat 2000
• No Table of Contents
• Absence of Bidding/Agreement documents by copy or reference
• Absence of the Conditions of Contract not included by copy or reference
• Illegal use of copyrighted documents
• Cannot open document
• Must be in Adobe Acrobat (pdf) or html format
• Self executable files will not be accepted. Entrant will be liable for any damage caused
• Document is not encrypted or not secured to print only
• Bookmarks do not exist.

1. Concepts and Coordination

Local Evaluation teams score entries in two sub-stages as follows:
Project Manual Concept
• Compliance with CSC’s MasterFormat, SectionFormat 1997 and PageFormat 2000
• Organization of documents
• Project Identification
• Table of Contents
• Proper referencing of drawings and schedules

Type of Bid and Contract
• Proper identification of bidding methods and requirements
• Proper identification of contract forms
• Proper use of addenda
• Summary of Work (Division 1)

Conditions of the Contract
• Adequacy of incorporation and use of standard or custom documents
• Coordination of General Conditions and Supplementary Conditions

Coordination of Documents
• Project Manual
• Bidding Requirements
• Contracts
• Conditions of the Contract
• Consistency between sections
• Division 1 within sections and with other sections
• Drawings and schedules

Presentation Techniques
• General appearance and consistency of format
• Cover, binding, printing and style
• Typographical errors

2. Specifications

MasterFormat™ Numbers and Titles
• Location of subject matter and application of numbers and titles
• Division 1

Language
• Grammar, vocabulary, punctuation, capitalization
• Preferred sentence construction and style
• Abbreviations, symbols and numbers
• Proper use of imperative mood, streamlining
• Adherence to specification language rules

Technical Proficiency
• Accuracy of technical content and degree of detail
• Methods of specifying

3. Electronic Organization

• Document "Fits in Window"
• Document opens with "Navigation Pane"
• Submit substantial, properly labelled CD
• Book marks work
• Hyperlinks work
 

Final Evaluation
The QDCC meets a second time to review each entry again in light of the scores from the local evaluation teams, and determines the award recipients. The decision of the QDCC is final.
